David is a Principal and co-founder of PIRHL, LLC. David’s focus at PIRHL is on executive management and leading new business development across the company’s geographic footprint. He oversees other multifamily developers working in several states to create or acquire new communities for PIRHL’s portfolio. David has also led PIRHL’s expansion into the preservation of subsidized multifamily assets. Prior to forming PIRHL in 2004, David worked with the NRP Group, helping to manage the company’s origination and pre construction activities.
David’s earlier real estate experience includes working as an analyst for Heritage Development Corporation, and for Neighborhood Progress, Inc., an urban developer and funding intermediary for Cleveland’s community development corporations.

Dave is a Principal and co-founder of PIRHL, LLC. Dave has over 17 years of experience in real estate development and finance. In his position as Principal, Dave plays an integral role in establishing the strategic direction of the company and working from concept through financial structuring, design and implementation on over $700 million in multifamily development across the company’s eight state footprint. Dave currently oversees regionally based developers working in several states to create and or acquire new communities for PIRHL’s portfolio.
Prior to launching PIRHL in 2004, Dave served as a Project Manager for the NRP Group where he managed the implementation of multifamily projects in several states. In this role, he also collaborated in launching the company’s Texas division which secured over $60 million in new development within its first 24 months.
Dave also served as the Project Director for Israel Policy Forum, a Washington, D.C. based NGO focused on delivering security based solutions to the Arab-Israeli conflict.

Chief Operating Officer/Chief Financial Officer
With over 20 years of experience in the real estate industry as well as expertise in system design and process management, John leads PIRHL as the Chief Operating Officer/Chief Financial Officer. John is responsible for overseeing and enhancing the operational and financial infrastructure of PIRHL and its affiliated entities. With his in-depth knowledge of the multifamily industry and his experience in operations, finance and systems, John is responsible for managing each and every process within PIRHL to achieve optimum efficiency and results. John also directs the financial affairs and strategy of the company.
Prior to joining PIRHL, John gained experience in the multifamily arena through a national developer/builder. Within that role, he was directly involved with 75 different development projects encompassing several thousand units over multiple states.

Rob Edmonds brings over 20 years of construction experience to the leadership of PlRHL Contractors. Rob has deep expertise in strategic planning, client relations, construction cost modeling and control systems, construction budgeting, scheduling, value management, value engineering and risk management and mitigation. Over the course of his career, Rob has completed over $3 billion of work including large capital improvement projects for Sony UK Headquarters, Goldman Sachs’ New York Headquarters and the United Nations Campus. His experience also includes mixed-use and high-end multifamily developments throughout East Coast markets.
Rob comes to PlRHL most recently from Forest City Enterprises, where he served as a vice president for preconstruction. Over his career, Rob has filled leadership roles with accomplished firms such as Gardiner & Theobald, lnc., Kohl Group, and Myers and Chapman. Rob’s formal education from Nottingham Trent University and Croydon College in the United Kingdom equips him with qualifications in both construction management and mechanical building engineering.

Director of Development
Meg is the Director of Development for PIRHL and has over 20 years of experience working in affordable housing real estate development and finance. In her position as Director of Development, Meg holds executive responsibility while overseeing a team of development project managers, associates, and coordinators as they work through the development and construction phases.
Prior to joining PIRHL in 2018, Meg served as a Principal and Managing Director of Development for McCormack Baron Salazar where she oversaw a team of Senior Vice Presidents, Project Managers, and Associates through the development process. Her role involved high-level client relationship management with local partners, city and agency staff and elected officials, contract negotiation, oversight of project conceptualization and master planning, design and construction review, and managing schedules and deadlines to ensure timely and efficient delivery.
Meg has spent almost her entire career as a developer of affordable rental housing and a champion of that cause. Since 1995, Meg has developed three thousand units of affordable housing in multiple states including Florida, Georgia, Texas, Michigan, Louisiana, Maryland, New Jersey, Virginia, Ohio and Pennsylvania. Meg is on the Executive Committee of the Housing Advisory Group where she serves as an advocate for the LIHTC and other housing programs.
