David is a Principal and co-founder PIRHL, LLC. David's focus at PIRHL is on executive management and leading new business development across the company's geographic footprint. He oversees other multifamily developers working in several states to create or acquire new communities for PIRHL's portfolio. David has also led PIRHL's expansion into the preservation of subsidized multifamily assets. Prior to forming PIRHL in 2004, David worked with the NRP Group, helping to manage the company's origination and pre-construction activities.
David’s earlier real estate experience includes working as an analyst for Heritage Development Corporation, and for Neighborhood Progress, Inc., an urban developer and funding intermediary for Cleveland's community development corporations. Additionally, he served as a director of development at New York Cares, New York City's preeminent hands-on volunteering intermediary organization.
A native of Marblehead, Massachusetts, David graduated from Union College in Schenectady, New York with a B.A. in Political Science. He also earned his MBA and Certificate of Nonprofit Management from Case Western Reserve University’s Weatherhead School of Management and the Mandel Center for Nonprofit Organizations. David lives in Cleveland with his wife and four children.
David Uram is a Principal and co-founder of PIRHL, LLC. Dave leads PIRHL’s corporate strategy, investor relations as well as new business development. Prior to launching PIRHL, Dave served as a Project Manager for a national developer/builder where he managed tax credit and bond financed projects from concept through tax credit award, financial underwriting, design development, construction and stabilized occupancy. He also assisted in launching the company’s operation in Texas, which in its first 24 months, was successful in securing over $70 million in new development.
Dave’s earlier experience includes working in Cleveland’s community and economic development industries first as a consultant for Cleveland Tomorrow and as a real estate project manager with University Circle Incorporated, a development, and service and advocacy organization responsible for the growth of University Circle.
Dave also served as the Project Director for Israel Policy Forum, a Washington, D.C. based non-profit focused on building support within Congress and the Middle East for a security-based solution to the Arab-Israeli conflict. Dave built multi-organizational coalitions in support of legislation, lobbied Congress and coordinated missions to Israel, Jordon, Syria and Gaza to mobilize political support.
Dave graduated from The American University, Washington, D.C, earning a B.A. from the School of Public Affairs and a minor from the School of International Service in Middle East Studies. He also holds an MBA in Finance from Case Western Reserve’s Weatherhead School of Management. Dave lives in Cleveland with his wife and three children.
Chief Operating Officer/Chief Financial Officer
With over 20 years of experience in the real estate industry as well as expertise in system design and process management, John Tarnowski leads PIRHL as the Chief Operating Officer/Chief Financial Officer. John is responsible for overseeing and enhancing the operational and financial infrastructure of PIRHL and its affiliated entities. With his in depth knowledge of the tax credit industry as well as his experience in operations, finances and systems, he is responsible for managing each and every process within PIRHL to achieve optimum efficiency and results. John also directs the financial affairs and strategy of the company.
Prior to joining PIRHL, John gained experience to the affordable housing arena through a national developer/builder. Within that role, John was directly involved with 75 different affordable housing projects encompassing several thousand units over multiple states. His primary function was to provide the necessary accounting and financial functions for each of those projects, whether directly or through the management of others. In addition, John was instrumental in the development and implementation of several of the company’s financial systems. John’s past work also includes direct involvement with market rate real estate through the development 10 projects resulting in the construction and sale of over 400 residential units as well as the development of several hundred buildable lots.
John is a CPA and has a Masters of Accounting and Financial Information Systems from Cleveland State University. John lives in Columbia Station with his wife and 3 children.
President, PIRHL Contractors, LLC
Rob Edmonds brings over 20 years of construction experience to the leadership of PIRHL Contractors. Rob has deep expertise in strategic planning, client relations, construction cost modeling and control systems, construction budgeting, scheduling, value management, value engineering and risk management and mitigation. Over the course of his career, Rob has completed over $3 billion of work including large capital improvement projects for Sony UK Headquarters, Goldman Sachs’ New York Headquarters and the United Nations Campus. His experience also includes mixed-use and high-end multifamily developments throughout East coast markets.
Rob comes to PIRHL most recently from Forest City Enterprises, where he served as a Vice President for Preconstruction. Over his career, Rob has filled leadership roles with such accomplished firms as Gardiner & Theobald, Inc., Kohl Group, and Myers and Chapman. Rob’s formal education from Nottingham Trent University and Croydon College in the United Kingdom equips him with both qualifications in Construction Management and Mechanical Building Engineering.
Rob is married to Teresa and they live together in Cleveland with their 2 children James and Elizabeth.
