ABOUT PIRHL

PIRHL – The Partnership for Income Restricted Housing Leadership – is a Cleveland-based owner, developer and general contractor of affordable housing. PIRHL is led by David Burg and David Uram, who began their housing development careers in Cleveland’s non-profit community and economic development industries. This experience furthered their own sensitivity to the needs and constraints of the non-profit clients they serve today. Burg and Uram, both MBAs from Case Western Reserve University’s Weatherhead School of Management, then spent years with an industry leading for-profit developer and builder of affordable housing, where they honed the development and financial expertise necessary to launch PIRHL.

In its first six years of operation, PIRHL secured $160 million in financing to develop over 800 units of housing across the Midwest and Mid-Atlantic. Prior to this experience, PIRHL’s team developed over 100 residential developments in several states.

PIRHL’s mission is to thoughtfully address America’s affordable housing crisis through the development, construction and operation of high quality single-family and multifamily housing.  This mission requires that new development remain viable over the long-term, both in terms of the quality of its construction, but also in the functionality and flexibility of its design.  Recently, PIRHL was recognized as one of Affordable Housing Finance's Top 50 Affordable Housing Developers.

PIRHL operates at the nexus of the public, private and nonprofit sectors, working with some of the most highly-accomplished community based development partners in the industry.

PIRHL’s construction arm is led by Jack Gore, a 35 year veteran of the construction industry. His work includes the construction of 2 million square feet of residential, commercial and mixed use space. Jack has overseen projects ranging from 3,000 to 325,000 square feet and up to $41,000,000 in value. He has led the construction of single family homes, townhome communities, 3-story mid-rise apartment buildings for independent seniors, multi-tenant office buildings, medical office buildings, suburban corporate centers, retail facilities, public libraries, primary and secondary schools, outdoor sport facilities, roadway and utility extensions, university dormitories, parking decks and the University of Akron’s (Ohio) Student Rec Center and Field House.
