This 32-unit apartment building will be located on an out parcel of the Southgate Shopping Center adjacent to a reclaimed, recreational rail trail. In addition to the development of senior housing and as a centerpiece of Chambersburg’s Elm Street Revitalization Area, the partnership along with Southgate’s owner will invest in the rehabilitation of the shopping center as well.
