Shay Meinzer, Director of Project Management
Shay Meinzer is responsible for leading PIRHL’s project management efforts across all states, managing each development from award to construction.
Prior to joining PIRHL in July 2008, Shay served as Vice President of Planning for Housing and Neighborhood Development Service (HANDS). HANDS is a leading Community Development Housing Organization (CHDO) in Northern, Pennsylvania with over 800 units of housing under ownership and management. While at HANDS, Shay progressed from Assistant Planner to Director of Planning to the Vice President position. In her role, Shay was responsible for all aspects of development from conception through completion including site selection, financing, design development, construction oversight and close out. Shay also served as the lead liaison with community groups, non-profit partners and municipalities. During her six year tenure, Shay helped to secure financing in excess of $34 million for affordable housing development, $25 million of which was within Erie County, Pennsylvania.
Prior to beginning her career in real estate development Shay spent several years as a licensed broker and Financial Advisor at Prudential Securities before moving on to become an organizational consultant in Henderson, Nevada. As an organizational consultant, Shay provided strategic planning, business planning, proposal writing and project management services for business start-ups and small business expansions.
Shay graduated from University of Pittsburgh with an MPA specializing in Management and Policy and MSW specializing in Administration. Shay also holds a BA in Psychology from Edinboro University and her Housing Development Finance Professional Certification from the National Development Council.
