PIRHL began under the leadership of the two Davids: David Uram and David Burg. After earning MBA’s from Case Western Reserve University’s Weatherhead School of Management, the Davids began their housing development careers in Cleveland’s nonprofit community and economic development industries which broadened their sensitivity to the needs and constraints of the nonprofit clients they serve today.
The two partners met while working for an industry-leading for-profit developer and builder of affordable housing, where they honed the expertise necessary to launch PIRHL.
What began as a vision in 2004 in a crowded basement has grown to become an organization recognized as one of the Top 50 Affordable Housing Developers in the industry by Affordable Housing Finance Magazine.

Development Project Manager
The Development Project Manager (“DPM”) will address each project through its critical path to closing, managing the review of due diligence and financial underwriting, the land entitlement process, designdevelopment and financial closing. The DPM will provide oversight during construction lease-up. Projects will involve both the new construction of multifamily and senior developments, as well as substantial rehabilitation of existing large-scale apartment buildings.
Vice President of Finance
The Vice President of Finance will be based in PIRHL’s Cleveland office, and lead the financial structuring of PIRHL’s development pipeline. The VP will oversee the negotiation of debt and equity terms for new projects, lead the process of identifying and selecting financial partners, and run point during closings specifically to ensure the closing proforma as approved is consistent with final documents and business terms. As part of the management team, the VP will contribute to PIRHL’s overall financial strategy and take a leadership role at PIRHL’s Investment Committee.
