PIRHL began under the leadership of the two Davids: David Uram and David Burg. After earning MBA’s from Case Western Reserve University’s Weatherhead School of Management, the Davids began their housing development careers in Cleveland’s nonprofit community and economic development industries which broadened their sensitivity to the needs and constraints of the nonprofit clients they serve today.
The two partners met while working for an industry-leading for-profit developer and builder of affordable housing, where they honed the expertise necessary to launch PIRHL.
What began as a vision in 2004 in a crowded basement has grown to become an organization recognized as one of the Top 50 Affordable Housing Developers in the industry by Affordable Housing Finance Magazine.

Construction Project Manager
The Construction Project Manager is responsible for ensuring the budget, schedule, quality, operation and safety of PIRHL’s multifamily construction projects and to collaborate closely with the VP of Project Management.
Vice President of Finance
The Vice President of Finance will be based in PIRHL’s Cleveland office, and lead the financial structuring of PIRHL’s development pipeline. The VP will oversee the negotiation of debt and equity terms for new projects, lead the process of identifying and selecting financial partners, and run point during closings specifically to ensure the closing proforma as approved is consistent with final documents and business terms. As part of the management team, the VP will contribute to PIRHL’s overall financial strategy and take a leadership role at PIRHL’s Investment Committee.
Construction Superintendent II or III
The Superintendent is responsible for planning, overseeing and supervising a wide range of wood framed residential projects from start to finish. The Superintendent will organize and oversee project planning, scheduling, trade partner on site management, safety compliance, and timely and profitable delivery of the assigned project.
The Development Accountant will administer PIRHL’s financial affairs to include financial reporting, tax compliance, job cost accounting, and asset management. The position will be focused on development projects as well as the performance and compliance of operating assets.
Assistant Superintendent / Superintendent I
The Assistant Superintendent is responsible assisting the Superintendent on the construction site and to provide leadership on the construction site. The Assistant Superintendent will verify that all work performed is per drawings, specs and PIRHL’s standards. The Assistant Superintendent will verify that all work being performed on the job site is completed per OSHA guidelines.
The ideal candidate will have a thorough understanding of multifamily real estate operations, affordable housing, compliance, and strong analytical skills. In Partnership with 3rd party Property Managers, the asset manager will be responsible for overseeing a portfolio of multifamily apartments, to ensure their financial integrity, effective lease-up, and on-going management in line with key performance metrics that meets PIRHL’s mission and creates long term value for the company.
The Development Coordinator (DC) provides key support to PIRHL’s real estate development operation from originations support, to project award through predevelopment, construction closing, construction completion and lease-up through conversion. Upstream, the DC provides critical analytical support to the originations staff through data-driven analysis of the competitive landscape, as well as through research on market conditions, geographic searches, municipal codes and plans, parcel data, etc. Once a project is identified and funded, the DC supports the project management staff with all manner of due diligence and financial underwriting along the critical path to closing, through construction, until the project reaches its operational phase.
